In the spirit of meeting the Rolling Admissions objective to “unbundle” previously contracted Large Business “bundles” of work, Omni has focused on its core competencies surrounding the Project Office and Waterfront levels of support for ship construction, repair and related support services. We have previously (and successfully) included subcontractors on our Prime contracts, but we believe that Omni has matured to the point of providing those services from within, eliminating the addition of pass-through costs.

While it is our intent to promote our core competencies, we also believe that opportunities may arise that extend beyond our proven capabilities, potentially requiring the assistance of a subcontractor. Our approach to those cases will be on a “Just in Time” basis. In the event that Omni found itself in need of subcontracted services for a particular Small Business task offering, we would seek the services of an approved SeaPort-e service provider. Then, following the procedures in FAR 52.244-2, Omni would request consent from the Contracting Officer to enter into a subcontract with that service provider. By using previously-approved SeaPort-e contract holders, we believe we can maximize the probability of approval while minimizing the time to obtain that approval.
